Is there a reason why we run “ARM64 Linux Fast Build” for PRs? My opinion is that PR runs should be relatively fast compared to push runs. But self-hosted runners are usually very slow. Things can get stuck in the queue for many many hours.

Also, the file name PR_ARM32-fastbuild.yml is super weird, since it’s actually running on push.

I’m fine with changing that to run only on push
