I’m using DrRacket on a drive mounted with sftp, and it freezes every 20s (on average) for about 5s, which is rather painful. Deactivating background expansion does not help. Does anyone know how I could improve this?

Very interesting. I’m assuming you have no direct method of working out what it is accessing. I’d be tempted to turn off all the other plugins.
