I think DrRacket’s package manager should be made a standalone program with its own entry in the Programming submenu of the OS. It should not be needed to start DrRacket to install a package with a GUI.

‘Debug by default’ is an unexpected difference in DrRacket compared other IDE’s: most IDE’s have a separate Debug function.
