I’d suggest removing barriers to forming teams. A possible way to do this divide up responsibilities. In the snoopy game responsibilities could be character animation, level design, game loop/interactions

character animation would include jump(ears!) and leg movement.

level design would be the set of scenes starting form empty and adding obstacles.
