I updated the RCon web site with MB’s new design, and had to manually purge the css file. And we had similar trouble with the front page at some point.

Normally, ".css" files at the source claim to be valid for a long time, so CloudFlare doesn’t recheck them – and the same for browsers. The best way to do things is to give each ".css" revision a different name (e.g., embed a version in the path).
