Although I imagine it’s intended to prevent vote gaming, “only popular things can be popular” is pretty meh.

Most likely the rule only kicks in when the number of votes following the link is suspiciously high. But what the treshold is…

They filter votes from IP addresses, which is smarter. So e.g. people at a company can’t artificially boost the count.

My guess would be they also look at the referrer so just clicking the link from something like Slack and Twitter, etc. outright disqualifies your vote.
