I think it is also important to have software/features that are not available in other languages that is also difficult to implement or simulate but which other software cannot exist without. A new language has an uphill battle to argue why it should be used over existing ones and there need to be strong reasons; ideally it should enable new software that was (practically) impossible to write before.

Just being a slightly better Java, Python, or C++ is not sufficient.
