Tangentially, IIRC there was something about the existing I18N/L10N infra that seemed geared more for DrRacket and not for general purpose use. I don’t remember the exact issue though. It was probably because I’m more used to gettext API.

Now a remember, there’s no way to choose a different set of string tables besides the DrRacket ones.
